Whereas in previous ages higher education was a luxury or a privilege, it has become today a necessity of ordinary production and perception, and since knowledge has become the source of wealth and power, all those engaged in learning anything at all, from kindergarten onwards, are eligible for full adult payment. Indeed, without such paid learning our new economy is quite unable to release its riches for communal use.
